So this is a fun one. It mostly depends on why and how you are running the server. Chatting with friends and family? Domestic exemption probably applies. BUT - if your instance is a platform for activism, commerce, professional networking, etc - GDPR likely applies

There is no one-size template that is fit for all possible purposes, and templates discourage actual thinking. Also a privacy notice has to be *separate* from TOS/Ts&Cs! Registration depends on country
it shall be referenced from tos. Registration is not required by EU regulation, but I don't know about countries violating that. As for what's personal I'd need to check the specific text, not now.
