Xournal does it for me since I'm not a KDE guy.
I use Okular and didn't know it would do all those things.
So does xournal. I think LibreOffice does that too. But xournal is so easy to use I just got used to it. I can do all the note-taking and pdf annotating I need for all my schoolwork in xournal.
Thanks for the tip @Tad. One other reason I have always use Okular, even though I don't use KDE either, is because when compiling tex file into pdf, okular updates the pdf automatically with each compilation of the tex file. I don't know of any other pdf reader that does that.
@camelhi@pod.jns.im In my system at least, pressing F6 opens the editor menu, then you can either click the options you want to use or use numbers 1 to 9 to choose them
