Yet another grabbed-out-of-the-context "viral" video.

Based on the videos posted later they were riding against the traffic direction the other side, and were requested to stop it and use the right side and not the sidewalk (or the sidewalk, I am not familiar with the rules over there and the lady have spoken pretty fast for me). The guys didn't comply and resisted and the police took them in.

I don't see any problems apart from some guys on bikes trying to single-handedly redefine the traffic rules. Oh, and a video post to make people agry for no valid reason. Business as usual.
What about the license part?
I don't think there's such a part. On twitter there were threads with hundreds of comments and some videos, you native English speaking people may be in better position to understand US slang [from both the guys and the police] and give a short summary about what *really* have happened.
maybe they meant that if they had a drivers license they could be charged for using the opposite direction lane?

@silverwizard no, I do not have the whole context, especially living on a different continent.

I live in a pretty "peaceful" (firearms-free) country but if someone acts aggressively the police will chain and take him/her. There are morons in both the citizen and the policemen groups, but it's not the norm here that police would chain people just for fun. Sometimes happens with no good reason, they usually get reprimanded. But again, this is Europe.
Ok. So maybe think about thing before you defend the people chaining others.

The violence is the chaining. One side didn't have little tags on their bikes. One side put the others in chains and threatened them.
