The conundrum with the #police is that officers happy to carry violence or violent orders shouldn't be cops, but officers reluctant to carry violent orders shouldn't be cops either.
There is nothing wrong with reluctance of violence in my opinion. It is absolutely normal human reaction.
To be honest I have little idea why cops in some countries (US especially) are conditioned to be so trigger-happy. In case of real danger even a non-violent person will use available force to save themselves or others otherwise there will be hesitation. There is absolutely no need to remove this natural safeguard. It makes some sense for a soldier in a war where "kill or be killed" is the norm but cops very very rarely deal with such situations and most of them can be defused.
An alleged ex-cop recently described the traumatic training cops undergo, and it checks out with other sparse recollection of it I've known about. Cops are trained to only see worthy people in their peers in uniforms, anyone else is either a threat (black people) or a nuisance (white people).
Yes, I read this article a while ago. It is weird why anyone would want the police to be that violent (even the government). It will just stir trouble.
It doesn't even have to do much with good/bad cops. Our cops are pretty much bad these days. They used to be not-so-good even in USSR times and since then it is on decline and their power only gets expanded. Many are violent, some are outright sadistic. Many of them also tend to be racist and/or nationalist. Basically everything that can go wrong with the police is not uncommon here so the right choice is just avoid them as much as one can.
But they are not conditioned to use deadly force and they are still human so police shootings are rare. Even having a weapon isn't likely to provoke it - unless one is dug in and shooting they usually try to disarm the criminal even though they all are carrying weapons. Special units are different in this regard, these are like the US cops but they are not called without good reason.
It takes some deliberate effort to break down this natural reluctance to kill.
