Why does this rule exist anyway?
That code licensed under AGPL must not be used at Google.
Because according to the AGPL, any work using an AGPL licensed work has to be AGPL as well. Since Google is not using AGPL for its open-source work, they could be liable for an intellectual property lawsuit if they used any AGPL-licensed work in their own work.

It is very unlikely to happen even if they did, but they are a multi-billion company and the license text is clear, so I understand they won't take the risk.
