Fediverse Welcome Pod proposal

We could create a group of instances specifically for people new to the #Fediverse
The welcome instances would have good enforced moderation and community standards, a safe space from the beginning
New accounts would automagically get one of many welcome instances, no need to choose an instance
Welcome instances wouldn't necessarily be forever homes, but could be
They would limit the number of accounts per instance
