Tags not working after update

After updating to 2020.07 I noticed a problem: all posts made before the update no longer have tags and categories. User tag clouds contain tags for posts made after update only.
The posts still contain tags in their bodies (words starting with #) but these are not searchable anymore. Full text search works however.
Of course I noticed it only a week after and don't have pre-update backup anymore.
Any suggestions what to check?

It certainly takes longer than usual, I updated it about five days ago.

Good news: tags are back!
It seems that postupdate task doesn't always complete in one go. The server after I launched it manually it run for maybe an hour than exited with "Done." but it left the DB in 1342 version. Then it seemingly did nothing for a while so I started it again. It is still running and DB is 1346.

It is finished now with post update version is 1350 and additional runs return "All pending post updates are done."
Almost everything works but a few tags. There are some tags that still don't show up in cloud, can't be locally searched, don't show up as suggested, etc... And what is especially annoying this applies to new posts with them as well.
Is there some way to reset them somehow? One of them is #Москва (Moscow), I'd like to have it working...

No, just some of them. Another problematic one is #ТакиеДела. Other Cyrillic tags work, e.g. #УвиделТут or #велосипед. I don't know any English terms which don't work but I don't think it is related to language. If I use slightly modified problematic tag, e.g. #Москва2020 - it works, it starts to appear in search and suggestions, etc.
It seems like these specific tags got stuck somewhere during upgrade.
