You know, we're in a different situation now. Sagan's advice is aimed at rational people seeking understanding of a rational world.

But now the people of the world are inter-connected in near real-time. And, for most people, life's affairs are not rational, they are intuitive, motivational, and judgmental. Humans have evolved and through their education have learned to solve problems of ordinary life, not the grand principles of rational life that Sagan is addressing.

Politicians and the movers and shakers of the world (mass media and the like) exploit the fact that most people are guided by emotion, motivation, and intuitive judgement.

So, the question is how to deal with people exploitation.

People exploitation seems to be hard wired into a significant percentage of the population. They use that to prevent their loss of "leverage".
