There's a misunderstanding in this. Electronic rifle scopes (bad enough, I'll grant you) go in the same category as electronic parts for missiles. ICE isn't actually ordering missiles. They are loading up on all sorts of toys that Gravy SEALs love, like sniper scopes and night vision scopes and all the other goodies that Wannabe Warriors think they have to have to be real men (while the actual real men go around town unarmed).
