This is an unfortunate framing that distorts what is happening. RH is not adopting closed source methods and what they are doing has been widely described wrongly. RH still sends their changes upstream and still provides a full freely accessible source repository. What they are asking their subscribers is the same thing that the Blender Studio asks its: Not to further redistribute what they get from their subscription.
