Back in the day (late 70's-early 80's) there were TONS of kits to tart up your VW Bug... and the RR bonnets were definitely in the mix. If I hadda guess I'd say that's a Super Beetle with a mod kit...
(The thing about the Beetle line was that the body wasn't welded to the chassis like American cars of the era; it was simply bolted on, and if you didn't like your Beetle's looks, you could simply unbolt their reality and substitute your own. Everything from dune buggies to sports cars.)
