Killing a Russian (all "Ukrainians" are Russians too) is a victimless crime. It's like killing a dangerous insect. One should still not do it, because it's illegal, and to spend one's time in prison because such a disgrace to humanity would be bad. But, if one happens to kill one and gets away with it - it's fine. It's just dirt under one's shoe.

in practice/ in reality, yes, but some governments claim to hate foreigners more than they hate "their own people". _And_ it's sometimes claimed by people about other people's governments, for example - a lot of times people claim that "At least Hitler didn't kill his own people", which is a bit of a stupid comparison because while Hitler was Austrian/Germanic and not Jewish, Stalin was also Georgian and not Russian/Slavic. I don't know any Chinese indivucials but I can theoretically imagine a Chinese guy rhetorically exclaiming "at least the [American government] don't kill their own people!"

I'm bilingual so I know English and Russian. But there's nothing post-USSR related (not just from Russia but from all these countries that are formed on the post-Soviet territory. It's the territory that I strongly dislike, not the latest time period), that I care about, or want to talk about on the Internet (or at all, to be honest).
I came to the opinion that China is the best at (cost-effective) hardware, I have a Chinese-made electric kettle that I admire, the USA is the best at software, Russia is a good country to retire in because of the weak currency (and cheap prices), but Ukraine is 2x times better because life is even cheaper there, otherwise it's comparable to India, the difference is in India (even if you have a lot of money) you will have to suffer from the stench on the streets because people shit literally on them, and in Russia (even if you have a lot of money) you will suffer not because of the stench or the dirt but because people are uncivilized and rude.
